Minutes: Board Meeting held on October 21, 2025

The meeting was called to order at 6:00 pm, Quorum met.

Present: Jesus Delgado, Patrick Bustamante, Greg Parnham, John Dworak, Dave Daniels. Arrived late were Mitchell Moss and Pam Stewart.

Discussion about landscape company, Yard Dogs being fired. Proposal by Back To The Future Landscape company is being considered to replace them. Temporary approval given for Eric to work on a month/month basis. DANA Properties to choose the new company.

Southgate is completed and Mike was given props for a good job. Camera’s are up.

Mitch Moss informed the Board that Vic Poulos is assisting to find an Attorney to draft an update on the Covenants.

The rock wall on Cielo Vista is found to be with in specifications.

Pam Stewart proposed an event in November.

Bill reports the water usage to the State Engineer. A water schedule needs to be made. It was suggested that lot size be a consideration. Irrigation starts the first week of April and goes till October. Jesus proposed a motion to reimburse the Villalobos’ irrigation fees.

100 Acre feet per homeowner allowed for Domestic Water Rights.

Cielo Dorado only has 78 Acre feet. Villalobos’ need a letter from State Engineer to prove rights. Paul will assist.

Letter excusing the Villalobos’ violations and stating in compliance was requested.

It was mentioned that Attorney Samantha Burncastle has Record of Rights.

Fuel System is now paying for itself, per Mike Robinson.

Eric Jackson to clean up the lot across the street from the Villalobos’.

Jesus proposed a 12% interest charge to clean up peoples lots. It was mentioned that everyone must be charged the same.
