Annual Meeting for the Cielo Dorado Homeowners Association


This is a notice that the annual meeting for the Cielo Dorado Homeowners Association has been rescheduled. We have been informed that many homeowners will be out of town on both the 27th and 29th of November due to Thanksgiving Holiday. In relation to this, it has been rescheduled to an earlier date. The annual meeting will now be held on Wednesday, November 20, 2024 at 6:30 PM, in the meeting room adjacent to the tennis courts on Cielo Del Oeste, Anthony NM.

The purpose of the meeting is to elect three (3) members to the board of directors to replace those members whose terms are expiring. We have had one (1) homeowner express a desire to serve on the board. If you have any nominations for open positions, please forward them to a current board member or to Dana Properties, our association manager, so that we can include their names on the ballot.

We will also accept nominations from the floor at the meeting. Before you place a name in the nomination, please be sure that the person you nominate is willing to serve and able to perform the duties of the board. There are three issues that will come up before the meeting:

    We expect to need to spend $250,000 to $400,000 maintaining our paved surfaces, roads, (taxi ways and runway) over the next three years. If we keep the road assessment at the level approved three years ago, to cover the debt we incurred on our previous road maintenance, we should be able to cover the costs of maintaining the roads without any additional assessment. Therefore, we are asking that you approve of keeping the road assessment at the present level.
    We have no sidewalks or street lighting. It is dangerous for anyone to walk on the taxiways or runway. Speeding on our roads is just as dangerous to our residents and guests as walking on the taxiways, particularly in the early morning and evening. We have had two dogs killed by speeding cars while they were being walked by their owners on our roads. We are fortunate that the people walking the dogs or any of us that are on our streets have not been killed or injured. One resident blew through the curve on Cielo Vista and hit a palm tree hard enough to knock the engine out of the bottom of his car and bounce the back of the car to knock out a section of the steel reinforced concrete block wall that parallels the street. The only thing that has been proven effective in slowing speeders down are speed bumps. We would ask you to give the board the authority to allow homeowners in a limited area where speeding is rampant to install low level speed bumps placed in a manner to minimize the inconvenience to walkers, bikers and drivers who are observing the speed limits.
    We currently have no way to enforce the speed limits nor any of our covenants without a long and expensive court process. We are asking you to approve a measure that allows the covenant enforcement committee to levy fines for those violations. The committee would be required to notify the homeowner of the violation and give the ample time to cure the problem, and the homeowner would have the ability to appeal the fine to the board. We will also present the 2025 budget for your approval at the meeting. Our current financial statements are available for your review on the web site. A proxy is included with this notice. If you cannot attend the meeting, please be sure to sign the proxy and give it to the board or another homeowner of your choosing.
